Allow TS to download WL bios not open to proactives

TSPs should be able to open/download bios even when WLers are not open to proactive shares. Sales should NOT be able to do this, but TSPs need to be able to view/download a WLers bio without having to go via AFT.

As of 10/3/24, the only statuses that TS cannot download are: InDiligence, Certifying, NewLead, Reservoir
